They are looking to appoint an experienced Framework Manager to join their London studio and take ownership of their growing portfolio of public sector frameworks.
Working closely with Sector Teams, Sector Leads, Champions and the wider Work Winning function, you'll act as the key point of contact across the framework portfolio, building strong relationships with framework providers and partners while identifying and maximising new pipeline opportunities.

Key Responsibilities
- Manage Purcell's portfolio of public sector frameworks, acting as the key point of contact for framework providers and internal stakeholders.
- Build and maintain strong relationships with framework providers, partners and Tier 1 suppliers to maximise opportunities and engagement.
- Monitor framework pipelines, identify early opportunities and provide market intelligence to relevant Sector Leads and Champions.
- Represent the practice at framework meetings, events, workshops, networking opportunities and industry initiatives.
- Support the management of supply chain agreements with Tier 1 suppliers where required.
- Develop external-facing materials promoting the frameworks the practice is appointed to and encouraging their use.
- Coordinate framework reviews, renewals and re-appointments with key internal stakeholders.
- Identify and evaluate opportunities to secure positions on new frameworks, purchasing consortiums and Dynamic Purchasing Systems (DPS).
- Develop internal awareness and understanding of framework agreements and procurement routes across the practice.
- Maintain the central Framework Tracker, ensuring accurate records of agreements, requirements, performance measures and key contacts.
- Lead framework pipeline reviews and use framework intelligence to influence project-winning bid strategies.
- Provide guidance to internal stakeholders on framework processes, social value requirements, project reporting and data management.
- Proven experience working with public sector procurement processes and framework agreements.
- Excellent understanding of the UK Procurement Act and associated procurement legislation.
- Strong knowledge of social value principles and their application within public sector procurement and framework agreements.
- Knowledge of recognised social value frameworks and measurement methodologies, such as the Social Value Portal TOM System.
- Previous experience supporting bids, tenders or framework submissions, with strong commercial awareness and the ability to identify growth opportunities.
- An architectural or technical background would be advantageous, particularly experience of the delivery of architectural services.
- Excellent relationship-building and stakeholder management skills, with confidence engaging with clients, framework administrators and external collaborators.
- Strong organisation, collaboration, delegation and management skills, alongside excellent written, verbal and presentation skills.
